Under state law (s. 16.45, Wis. Stats.), the Governor is required to deliver the biennial budget message to the Legislature on or before the last Tuesday in January of the odd-numbered year. However, upon request of the Governor, a later submittal date may be allowed by the Legislature upon passage of a joint resolution. For 19 of the last 21 biennial budgets, a delayed submittal date has been requested by a Governor.
