As mentioned in our previous post, the Joint Finance Committee (JFC) voted on several educational technology budget provisions today.
The JFC approved the Governor’s twin recommendations to extend the sunset of the IT infrastructure grant program to June 30, 2021 and to reduce the amount awarded under the IT infrastructure grant program from $7.5 million per year to $3 million per year.
The JFC also approved the Governor’s recommendation to eliminate the technology training grant program, which had been funded at $1.5 million per year.
As a result of today’s votes, funding for these two TEACH grant programs will decrease from $9 million per year to $3 million per year, in line with the governor’s recommendations.
At a hearing of the Senate Committee on Economic Development, Commerce and Trade Feb. 13 the WASB supported Senate Bill 16, which increases funding for career and technical education (CTE) incentive grants for school districts by $3.5 million per year in both 2019-20 and 2020-21.
Demand for these grants is anticipated to increase as both the number of eligible students (including those earning multiple industry certifications) and the number of school districts submitting claims continues to grow. In addition, legislation enacted last session added public safety occupations, including fire fighters, emergency medial responders and emergency medical services practitioners, to the list of industry certifications eligible for these grants and provided for a $500 completion award to each student who successfully completes a public safety occupation training program.

The Senate Committee on Economic Development, Commerce and Trade has scheduled a public hearing on three bills including Senate Bill 16, authored by Sen. Dan Feyen (R-Fond du Lac), relating to career and technical education incentive grants to school districts.
SB 16 increases funding for the grants by $3.5 million in both the 2019-20 and 2020-21 fiscal years. Under current law, the Department of Workforce Development (DWD) may award an incentive grant to a school district in which students successfully completed certain industry-recognized certification programs. Attorney General Brad Schimel today announced 66 schools and school districts will receive $3,969,793 from the second round of the Wisconsin Department of Justice (DOJ) School Safety Grant program, which focuses on advanced initiatives to bolster student mental health.
