Online Workshop Series: Managing Challenging School Board Meetings


Sometimes board members know ahead of time that an upcoming school board meeting will be challenging. In those situations, thoughtful planning for the meeting logistics as well as pre- and post-meeting activities can help ensure a successful meeting.

During this online workshop series, a WASB staff counsel will be joined by WASB consultants to review best practices for establishing the board agenda, structuring the public comment period for productive input, ensuring accessibility and determining other meeting logistics. They will also discuss ways to manage conflict and engage with community members and staff before, during and after the meeting to promote productive dialogues.

Network with colleagues and WASB staff

Join us at your Regional Meeting this fall to network with area board members, celebrate accomplishments, and learn about the WASB’s activities and plans. The Regional Meetings will feature a networking opportunity, legislative update and report from WASB Executive Director John Ashley.

Updated: In Regions 1, 4, 9, 10 and 13, your board will be voting for a WASB regional director at an online meeting at 12 pm on the day of the Regional Meeting. (WASB directors serve staggered three-year terms.) Click on “Election” in the schedule below for information about each of the regional elections.

New in 2021: One statewide, online Regional Meeting is scheduled for Oct. 27 at 7 pm. There is no registration fee for the online Regional Meeting but members must register to receive the online meeting link via email and to receive the WASB Member Recognition Points for attending.

Important Updates (Sept. 13, 2021):

Due to rising cases of COVID-19, the WASB is modifying the Regional Meeting agenda and protocols to help ensure the health and safety of members and staff. With a priority on allowing members to come together to enjoy a meal and network, the following changes have been made:

  1. All attendees must show proof of being fully vaccinated for COVID-19 or the results of a negative COVID test taken within 72 hours of the Regional Meeting to attend the dinner. Accepted forms of documentation include printed or digital versions of: an original FULL vaccination card, a copy of a valid FULL vaccination card, a copy of an attendee’s official immunization record found at: https://www.dhs.wisconsin.gov/immunization/wir.htm, or a negative test (antigen, rapid or PCR). Antibody tests will not be accepted. The WASB will NOT retain any health information.
  2. Members can opt to attend the meeting portion only at no cost without showing proof of being fully vaccinated or a negative COVID test. The vaccine or negative test requirement only applies to members who want to participate in the dinner. Contact the WASB at info@wasb.org to register for the meeting only.
  3. All attendees must wear an appropriate face mask properly during the Regional Meeting except when eating or drinking.
  4. Attendees are encouraged to practice social distancing. The room set-up for each Regional Meeting will allow for as much social distancing as possible (each facility differs).
  5. The in-person pre-meeting workshops have been replaced with a three-part, online complimentary workshop series open to all members (see below for details).
  6. The director elections will be held online at 12 noon the day of the Regional Meeting in the affected regions.

At each Regional Meeting, the WASB recognizes school board members who have reached a new achievement level in the WASB Member Recognition Program by attending and participating in activities and events sponsored by the WASB and the National School Boards Association.

Legislative Update
The 2021-23 state budget has been signed into law. Learn more about what was and wasn’t included in the budget and what issues remain unresolved. The WASB government relations staff will give you the latest information on what’s happening at the state Capitol, including which bills are currently being debated and which may still be on the way.

John Ashley, WASB executive director, will conclude the evening with a report to members about the activities and future direction of the WASB.

*New in 2021: An online Regional Meeting open to all members will be held on Oct. 27 at 7 pm. There is no registration fee for the online Regional Meeting, but members must register in order to receive the link for the Meeting via email and receive WASB Member Recognition Points for attending. No voting will occur at the online Regional Meeting.

Updated: Elections (Regions 1, 4, 9, 10 and 13)

Each member school board and CESA board has one vote to elect a WASB regional director, who serve staggered, three-year terms.

Elections will be held via Zoom at 12 noon on the day of that region’s Regional Meeting.

The meeting link for the election will be posted on that region’s election page as well as emailed to that region’s members one day prior.

  • Regional Meeting registration fees vary by region.
  • Pre-registration is strongly recommended. Capacity may be limited in some locations.
  • Members and staff are welcome to attend any Regional Meeting.
  • No registration is required for the online workshop series.
  • Refunds are allowed for cancellations received by the end of the day, one week prior. (For example, for the Regional Meeting on Wednesday, Oct. 6, the cancellation must be received by 5 pm on Wednesday, Sept. 29.)
  • By registering, members are agreeing to abide by the attendee requirements noted above, including providing proof of COVID-19 vaccinations or the results of a negative COVID test as well as wearing an appropriate face mask properly during the meeting except when eating or drinking.

Open Meetings Law

In order to avoid the perception that a board is violating the Open Meetings Law, a district may wish to post a notice, in accordance with its local board policy, that communicates to the community that a certain number of board members and/or other district officials will be attending the regional meeting. This type of notice should explicitly state that the board will not convene or conduct any board business during the regional meeting. Please see below for a WASB legal comment that addresses these type of open meeting law issues in the context of our joint convention which are analogous to a regional meeting.
