Joint Finance Committee to Take Up K-12 Funding on Tuesday (June 13)

The Legislature’s budget-writing Joint Finance Committee will meet in Executive Session Tuesday afternoon to vote on the Department of Public Instruction’s budget and K-12 education funding.  The meeting will take place on Tuesday, June 13 at 1:00 PM in Room 412 East, State Capitol. We encourage school leaders to please reach out to your legislators to remind them of the needs of your district.  It is expected the JFC will be voting on the K-12 funding package agreed upon by the governor and GOP leaders that we described in an earlier blog post.

Immediately prior to that meeting, the Joint Finance Committee will meet in Executive Session (view executive session notice here) to vote on two bills: the Shared Revenue bill (Assembly Bill 245) and Senate Bill 330, a newly introduced bill that does three things:

  1. it raises the low revenue ceiling for school districts from $10,000 to $11,000, effective with the 2023-24 school year;
  2. it increases per pupil payments in parental choice (voucher) programs and the Special Needs Scholarship program as well as per pupil payments made to independent charter schools; and
  3. it changes the indexing mechanism for those pupil payments in a way that adjusts them to future increases in the low revenue ceiling.

    Note:  Annual adjustment in per pupil payments to voucher schools and independent charter schools are currently indexed to any increases in the per pupil revenue limits for public schools and per pupil increases in categorical aids.  Beginning in the 2024-25 school year, those per pupil payments will also be indexed to changes in the low revenue ceiling for public school districts.

A public hearing will be held on Senate Bill 330 on Monday, June 12 in the Senate Education Committee at 10:00 AM in Room 201 Southeast, State Capitol.   (View hearing notice here.)  The companion bill, Assembly Bill 305, will receive a public hearing in the Assembly Education Committee on Tuesday, June 12 at 10:00 AM in Room 417 North, State Capitol (GAR Hall).
